REDD+ Country Profiles Indicators

Abstract

The purpose of the country profile is to provide an overview of the contextual conditions that affect the REDD+ policy environment in a specific country, along with a preliminary 3E (effective, efficient and equitable) assessment of the REDD+ proposals for that country. The profile is compiled based on reviews of existing literature, national and international data and reviews of legislation and policies, as well as selected expert interviews. As such, it provides the background and the preliminary analysis of the context in which national REDD+ strategies are being developed. To help structure the country profile and aid the assessment of the 3E as well as to allow comparison among countries and periods from period to period, each section is linked to a set of indicators. Indicators cover the basic description, forest governance and its issues, decentralization and links to deforestation and forest degradation and levels of equity as related to indigenous rights to carbon, land and trees. In final two sets help describe the political economy and REDD policy environment covering actors, policy events, incentives and governance.
