Consultancy: Gender Impact Platform Review of Impact Assessments
The International Livestock Research Institute (ILRI) seeks to recruit a consultant for the CGIAR GENDER Impact Platform to review the existing portfolio of impact assessment studies across the CGIAR, through GENDER impact platform resource hub, CG space, and other relevant sources and identify methodological strengths, research gaps, and evidence needs.
ILRI works to improve food security and nutrition and reduce poverty in developing countries through research for efficient, safe, and sustainable use of livestock. It is the only one of 11 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, ILRI has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org
The GENDER impact platform (www.gender.cgiar.org) guides and strengthens CGIAR research, ensuring its meaningful and lasting contributions to global targets for gender equality, opportunities for youth and social inclusion.
Scope of Work
The consultant will handle the following:
- Review the impact assessments studies conducted by CGIAR research centers and published in the GENDER impact platform evidence hub, the CG Space and other relevant sources, with a focus on studies focus on technology adoption and women’s economic empowerment.
- Develop a detailed Excel database outlining study characteristics (title, authors, year, theme, innovation, center, publication type, methodology, use of WEIA tool and key findings).
- Conduct a thorough review to identify key research questions, methodologies, and strengths/weaknesses for each study.
- Conduct a thorough review to versions/modules of the WEAI used and results found on women's economic empowerment using the WEAI.
- Summarize key findings, identify emerging themes, and highlight research gaps based on the dataset analysis.
Final Products
- A detailed Excel database outlining study characteristics (title, authors, year, theme, innovation, center, publication type, methodology, use of WEIA tool and key findings).
- A report identifying methodological strengths, research gaps, and evidence needs of the existing portfolio of impact assessment studies published in the GENDER impact platform evidence hub.
Consultancy Fee: By mutual agreement based on agreed milestones and deliverables.

Essential skills and qualifications
The selected Consultant should possess.
- A master’s degree in development economics, public policy, public health, statistics or related fields.
- Minimum of 5 years of relevant professional experience and record of very strong performance.
- Excellent analytical and quantitative skills, including a strong econometrics background, comprehensive knowledge of causal inference methodologies (experimental and quasi-experimental) and the ability to use STATA.
- Strong conceptual grasp of how to design rigorous impact evaluations, including randomized controlled trials.
- Experience working on gender issues in agri-food systems and good understanding of women’s economic empowerment.
- Excellent management and organizational skills. Detail-oriented, able to prioritize, and manage multiple tasks simultaneously as a team-player. Flexibility, self-motivation.
- Demonstrated experience working in an international, multi-cultural environment.
- Fluency in written and spoken English.
Desirable qualifications
- Experience with the CGIAR.
- Ability to read Spanish or French.
- Experience in qualitative research methods and mixed methods.
