The International Livestock Research Institute (ILRI) seeks to recruit a consultant for the CGIAR GENDER Impact Platform to conduct a comprehensive review of cost analysis methodologies identify optimal approaches for evaluating the efficiency and effectiveness of interventions (e.g., cost-effectiveness, cost-efficiency, cost-benefit, etc.) and develop guidelines for incorporating cost data into existing monitoring and evaluation systems.

ILRI works to improve food security and nutrition and reduce poverty in developing countries through research for efficient, safe, and sustainable use of livestock. It is the only one of 11 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, ILRI has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org

The CGIAR GENDER impact platform (www.gender.cgiar.org) guides and strengthens CGIAR research, ensuring its meaningful and lasting contributions to global targets for gender equality, opportunities for youth and social inclusion. The GENDER impact platform is hosted by the ILRI in Nairobi.

Scope of Work

The consultant will handle the following.

  • Develop a comprehensive cost analysis framework: Outline various cost analysis methodologies, including data requirements, applications, and practical implementation steps.
  • Curate a cost analysis toolkit: Assemble a collection of templates, data sources, and software to support cost analysis.
  • Develop guidance on data integration: Create clear guidelines for incorporating cost data into existing monitoring and evaluation systems and how to properly integrate gender into cost analyses.

  • Guidance on cost data integration into M&E systems

Consultancy Fee:  By mutual agreement based on agreed milestones and deliverables.

Contract dates:  35 working days (September 2024 to December 2024)

Essential skills and qualifications

The selected Consultant should possess:

  • A master’s degree in development economics, public policy, public health, statistics or related fields.
  • Demonstrated experience in conducting cost analysis, particularly in agricultural or development projects.
  • Excellent analytical and quantitative skills, particularly Excel and Stata.
  • Excellent management and organizational skills, with strong teamwork and communication abilities in a multicultural environment.
  • Demonstrated experience working in an international, multi-cultural environment.
  • Fluency in written and spoken English.
  • Minimum of 3 years of relevant professional experience and record of very strong performance.
  • Demonstrated experience working on gender issues in agri-food systems.
