REDD+ in Indonesia: a historical perspective

Abstract

Reducing emissions from deforestation and forest de gradation (REDD+), is a policy approach that contains cross-cutting issues and in many deve loping countries it affects development programs and activities. REDD+ aims to provide posi tive incentives for those countries who conduct activities for: reducing emissions from def orestation; reducing emissions from forest degradation; preserving carbon stocks; enhan cing stocks of forest carbon; and sustaining the management of forests. Indonesia has adopted policies on REDD+ through sev eral processes of negotiation in international fora, and the adoption is followed by a series of discussions both in the home country and at the regional Asia-Pacific level. The policies are manifested in terms of regulations and the establishment of working groups and new agreements, in addition to demonstration activities supported through bilatera l or multilateral collaboration. This paper documents the process of Indonesia’s eng agement on REDD+ policy through a historical perspective since the 1990’s until the p resent, the institutional and legal framework of REDD+ in Indonesia and the strategy to implement REDD+
